Today, March 4, 2016, Hon. Minister of Youth and ICT, Jean Philbert NSENGIMANA addressed ULK community composed by Officials, academic and administrative staff as well as students. He briefed the Youth on their role in their development and that of the country.

“Development of Youth and the country lies in OSCARS formula which cannot fail once it is well applied.” Hon. Minister said.
OSCARS stands for Opportunity, Skills, Creativity, Attitude, Resources and Support.


In his interactive talk with students, he shared them with a number of constructive points but he emphasized on the fact that they constitute a youth with one accord and that they are built on the foundation of ethical values and therefore requested them to aspire to achieve their goals irrespective of hardships.

He said that today is the right time for young people to make choice of what kind life they would like to live in the future.
“Young people, you should have your passion by trying to do a variety of things irrespective of risks though they are not high at your age.” Minister added.

He sensitized students to identify a group or a movement whereby they will interact with their counterparts with skills and reminded them not to search degrees without skills as it would be a waste of time.

Hon. Minister of YICT came along with entrepreneurs namely Mr. Jean Jules Ndahayo, Director of UMUTANGUHA Microfinance and Banamwana Gilbert, Director of CIC Microfinance, a microfinance which was born as an initiative of ULK students. They promised them to be at their disposal to support them but first of all they should do something.


The Vice Chancellor of ULK appreciated Minister and those entrepreneurs for their talk and a source of inspiration they have been to young people.
