HONORABLE MINISTER OF THE MINISTRY OF LOCAL GOVERNMENT VISITS ULK

Today, April 24, 2015 the Minister of Local Government (MINALOC), Hon. Kaboneka Francis visited Kigali Independent University ULK. At the University, he gave an address to ULK community comprised of university officials, academic and administrative staff as well as students.
The meeting saw university officials such as Founder and President of ULK, Prof. Dr. Rwigamba Balinda and Vice Chancellor Dr. Ezechiel Sekibibi who made opening remarks.

Minister’s address was about the history of Rwanda before and after the 1994 genocide perpetrated against Tutsi. In this regard, he reminded every participant to the meeting that no one can claim that our shared history did not affect them in a way or another.

He emphasized that the genocide did not happen abruptly but was strategically prepared. There are many reasons to believe that the genocide happened not because of Habyarimana’s plane crash but it was prepared.
He went further and said how political parties which promoted segregation were founded and started to sensitize how the Tutsi were not meant to live together with the Hutu.

As a matter of fact, some bad leaders released the Hutu Ten Commandments in which Hutu were sensitized to hate Tutsi. Again, they associated Tutsi with such bad names as snakes and cockroaches. This was done to help the Hutu take courage in killing them after knowing that they are not human beings.
He added that in 1974 in schools segregation was taught in schools and Hutu pupils were trained to kill their Tutsi fellows. This young generation, which was taught that Tutsi are not human beings, facilitated the genocide to materialize in 1994.

Various politicians, through their speeches, promoted hatred and brought to the attention of Hutu community they Tutsi were meant to be exterminated.
“In addition, why did the genocide not happen in Burundi yet their president died in the crash? And if the plane crash was the cause why didn’t they kill people in Kigali only; the place where the president plane crash happened? And why did they make lists of people to be killed even before the crash? ” He added.

Owing to reasons above, Minister summoned the young intellectuals to help understand that the genocide perpetrated against Tutsi did not happen because of Habyarimana plane crash but rather it was prepared.
“You should explain your own history and write the truth of what happened. It is unfortunate that those who deny genocide write about it.” Minister asked
The minister also emphasized that those who said there has been double genocide should ask themselves who prepared and ended the second. On the contrary, there are facts and truth that RPF stopped the genocide against Tutsi. Those who stopped it went far beyond and did not accept to commit revenge but rather strived for the unity of all Rwandans.

“Rwanda is now a country which protects and defends the rights of its people. Therefore, every Rwandan should know the only enemy against our country is poverty and everyone, wherever they might be, who denies our history.” Minister said.

Minister Kaboneka reminded all participants that all achievements our country has made so far in different sectors is a result of good leaders and took that opportunity to recognize the efforts made by His Excellency Paul Kagame, president of the Republic of Rwanda.

Founder and President of ULK made closing remarks by appreciating the Minister for his talk which left the participants with pieces of advice which would help them to overcome life challenges.
