ULK, THE FIRST UNIVERSITY TO HOST A CAMPAIGN MEETING ON TAX PAYMENT AND THE USE OF EBM
Today November 5, 2015, Mr. Pascal Ruganintwari, Deputy Commissioner General of Rwanda Revenue Authority (RRA) accompanied by RRA team, held a meeting at Kigali Independent University ULK.
The function started with a word of prayer said by Dr. Ezechiel Sekibibi, Vice Chancellor of Kigali Independent University ULK and thereafter he made opening remarks which were about recognizing RRA staff and expressing his vote of thanks to them for having come to launch the sensitization campaign on tax payment and the use of Electronic Billing Machines (EBM).
In his speech, Mr. Pascal Ruganintwari thanked the management of ULK for having made preparations to make the event possible; and for being the first university to host a campaign meeting on tax payment and the use of EBM. He emphasized on the role of paying tax because tax contributes to the increase of the budget. Therefore, he called students to participate in contributing to tax payment.
Mr. Emmy Mbera, coordinator of EBM project in Rwanda Revenue Authority talked on the Role of EBM in promoting compliancy in paying tax. He explained the invoice systems which include Manual and electronic invoicing. His presentation focused on an IT based invoice system known as Electronic Billing Machine (EBM).
When Rwanda Revenue Authority RRA realized challenges facing manual invoice system, they come up with the above IT based invoice system or EBM for its effectiveness in declaration of tax. He showed advantages of using that machine and how its use brought tremendous increase of tax since 2013 the year in which it was used for the first time in Rwanda.
Irrespective of that, there are taxpayers who are reluctant to pay tax and who do not comply with regulations of using EBM.
After showing participants that they pay tax in a way or another, he requested them to be responsible for the country’s development through paying tax and putting together efforts to ensure that sellers get the tax paid by buyers and make sure it is transferred to the government through the mechanism put in place.
Prof. Dr. Rwigamba Balinda closed the event thanking the Deputy Commissioner General of RRA for the important address to ULK community. He asked participants to feel ownership as well as being ambassadors and responsible for sensitizing other community members to pay tax because in so doing, we will build our country together; as people who love our country.
